Job Overview
A key enabler of COE program success is the establishment of strong program management capabilities and enablement of robust technology & IT processes in the organization. The technical program manager is a critical role in the organization as we establish the COE operating model in global locations and accelerate change through the COE Program.
This role requires influencing stakeholders at many levels, leveraging IT, data, tools, solutioning, agility, leadership and grit to align various functional leaders towards a common purpose. The technical program manager would need to work cross-functionally with IT functional stakeholders across several Booking Holdings’ brands to determine priority workstreams and ensure successful completion of key milestones throughout the program lifecycle. This role would have about 50% of focus on the IT workstream and the rest 50% on Project Management, and one or two other workstreams (Risk, Data Privacy).
The technical program manager is responsible for leading the IT work stream focused on the “build” and the “run” of our COEs (both current and planned). This would involve strong technical and business acumen, project/program management capabilities, executing strategic initiatives, working with and coaching various functional teams, establishing new processes as needed for the program management COE.
Responsibilities and Duties
Drives the IT workstream for the COE program while prioritizing and driving other key workstreams, programs and projects; independently leads cross functional stakeholders towards common solutions that drive the COE program forward
Proactively identifies and provides input into the development of Project Management strategies, policies, procedures, standards, methods including tools and templates
Manages vendor outsourcing contract and governance
Prepares, maintains and submits timely and comprehensive activity/progress/status reports
Provide direction and stewardship for IT and other functions across the holdings portfolio companies and brands – working across functions and our global COE locations to engage sponsors and project stakeholders; leads, drives solutioning and execution for new functions wishing to utilize the COE locations
Leads maturity of COEs by driving workstreams focused on bringing new capabilities to COE delivery – will need to work closely with COE leaders globally
Work with IT teams across the holdings companies portfolio to ensure seamless employee experience and digital enablement for new hires
Work with Data Privacy, Risk and compliance teams to ensure privacy of personal data for COE employees and maintaining Booking Holdings brands compliance with international GDPR regulations
Manage issues, risks, change controls
Develop strong relationships with key internal and external customers and third-parties
Be a change champion and work with the change management team to build awareness and excitement around the COE program
Builds, manages, and tracks the COE project plan; coordinates meetings as per the program governance approach
Qualifications
Bachelor's degree
3-5 years of experience
IT and tech savvy with working knowledge of or experience with OKTA, JIRA, ServiceNow, Workday platforms
Bias for execution and someone who can also dig into the details with the front-line teams
Data-driven mindset with proven experience utilizing metrics & insights as tools for informed decision-making
Project management skills; will have demonstrated the ability to push projects over the finish line with sound planning and persistent execution; will understand how to align resources, seek the input of key constituents, and manage others to achieve desired results
Superior problem solving skills, leadership qualities, influencing, communicating, and consulting skills, team/interpersonal skills. Ability to work collaboratively with others from any functional area or background, to influence thinking, and gain acceptance. Ability to comfortably work with both technical and non-technical audiences and to work with and through all levels in an organization.
Outstanding ability to diagnose problems that may be related to process, technology, strategy, or people and to put in place a clear plan to overcome the problem.
Consultative style: Ability to formulate and articulate a perspective and present it in a manner that generates understanding and alignment.
Self-motivated and capable of operating independently with limited oversight. Strong sense of personal accountability for work tasks.
